REFERENCE
“Castilla y Leon” Sustainable Construction Awards III EDITION. 2009-2010
Objective
The “Castilla y Leon”
Sustainable Construction Awards. III Edition 2009-2010, aims to
distinguish those projects and building actions carried out during the
period defined in this call which contribute innovative feature and
improvement of their sustainable performance, in order to be considered
as Sustainable Construction benchmarks for all the rest of our region’s
building stock.
The Awards, also, aim to promote the sustainable construction among all
the actors involved, so it would become a common practice in the
building sector.
Conditions
All projects and building
actions developed until 18th of December 2009 could present their
candidature for the prize. These candidatures could be presented for new
construction, retrofitting or refurbishment within each of the prize
categories described bellow and, at the moment of the registration, they
must be completely built or must have finished the executive project
documentation.
It would be, also, necessary to present the complete required
documentation, as well as, do not have any due with the Public
Administration.
All the awarded teams, within the General Category, must provided the
compromise from all the actors involved in the project, in order to
facilitate the visit, inspection and access to the project and building
data that could be considered necessary to verify the input data
provided at the presentation of the proposals, and at least during the
next 18 months after the conclusion of the building. The Non-acceptance
of this compromise or failure to comply will lead to the withdrawal of
the status of winner or the prize itself if this has already been
delivered.
Presentation
The participant team may
submit their application electronically, by completing the form
available on the web site of the award:
www.premioconstruccionsostenible.es until December 18, 2009, which will
be received by the Technical Secretariat of the Prize.
The registration form must be submitted duly completed, which include
data of the building and all stakeholders involved in the project.
The date of submission of additional documentation of the registered
projects would end the 31 of March 2010. Until that date a complete copy
of the project description and plans must be provided, as well as the
detailed budget, materials Quality report and any additional information
it deems relevant to its environmental aspects, all in electronic form
(Word, DXF...). It will be delivered all the technical data of the
building and a short description of the significant aspects of
environmental improvement embodied in the project, according to the
questionnaire for data collection developed for this purpose. These data
will be presented electronically throughout the “Castilla y Leon”
Sustainable Construction Awards web site
www.premioconstruccionsostenible.es.
Since the submission of the projects technical documentation, a
preliminary evaluation of candidates will be undertaken by the Technical
Secretariat, with the assistance of an expert group on sustainable
construction, selecting up to three FINALISTS for each category, that
would run to the 2nd phase of the Awards.
Where deemed appropriate
and if the number of participants is high, the number of finalists could
be increased. This must be approved by the Junta de Castilla y Leon
Departments of Development and Environment.
Following the disclosure of their status as finalists, they will have 3
months to present display panels of the work in DIN A-1 and DIN-3 format,
on rigid support to facilitate their exhibition. They shall also submit
a CD with the scanned documents into DWG or DXF and JPG if there are
photographs.
The contestant must take into account that the work submitted might be
published in DIN A-4 size, which required the highest possible quality,
both in the graphical representation as in the photograph.
Submissions that do not comply with the purpose and presentation of
these terms of Reference will be rejected.

Evaluation
The participating
candidates in the General Category will be assessed by the Technical
Secretariat of the Prize using a software tool for environmental
assessment of buildings. This tool will make a preliminary evaluation of
candidates allowing the selection of the finalists, using the ESTIMATED
data provided by the contestants.
Once the finalists for each category have been selected, experts from
Technical Secretariat would conduct an interview with the authors and
collect the information needed to undertake the final evaluation of the
project, using the buildings assessment system SB – tool VERDE (Sustainable
Building Tool - VERDE) developed by iiSBE-Spain and recognised in more
than 20 countries.
After the evaluation, the Technical Secretariat will conduct a "Technical
Assessment report” of each application and present it to the jury along
with the panels or models made by the finalists, which will issue its
ruling in the light of innovation, improvement, impact and promotion of
sustainable construction in our Region.
For the evaluation of the “Castilla y Leon” International Award,
Building Professional and Business Associations in Castilla y Leon will
be invited to present their candidatures for nomination.
The evaluation of the International Honour Award will be from the
proposals of professional and business associations at national or
international level.
The jury would make the final decision to award the prizes at the
meeting to be held according to the planning of these Terms of Reference.
Jurado
The Jury is composed as
follows:

Environment
President of the East Castilla y Leon Architects Council, or of the Leon
Architects Council or person he delegates.
President of the Regional Council of Official Colleges of Project
Managers and Technical Architects of Castilla y
Leon or person he delegates.
President of the Castilla y Leon Construction Confederation or person he
delegates.
President of the Castilla y Leon Chamber of Contractors or person he
delegates.
President of the Castilla y Leon Construction Institute or person he
delegates.
Secretary:
Executive Director of the Castilla y León Construction Institute, with
voice but no vote.
No member of the jury may qualify for any prize, but they could
participate.
For the constitution of the Jury will be required the presence of at
least five of its members: President,
Secretary and four members. In the event of a tie, the President vote
would decide. The discussion sessions will be held at the Department of
Development Headquarters, or other place considered appropriate by the
President.
Decision of the Jury
The jury will meet on the date indicated by the president of the Jury
according to the forecast schedule included in these Terms of Reference,
in order to grant the awards, which will be final, communicating the
results to all participants in the Awards Ceremony.
Distinctions
The first prize would be
granted among the finalists, defining as a finalist both the design team
editor of the project and the promoter, allowing the jury to propose ex-aequo
winners, or declare it void in whole or in part. Also, upon its
criterion, the Jury may grant accesits, depending on the quality of the
papers presented to the other finalists.
The prizes will consist on:
AWARD: Sculpture, diploma and plate, able to be placed on the building.
ACCESIT: Plate & Diploma
Honourable Mention: Diploma
The Diploma will be delivered to each of the members that make up the
project team and the promoter.
The logo and the representative sculpture of the awards may be subject
to competition called by the Junta de Castilla y Leon, at the time and
form deemed appropriate.
Awards
Ceremony
The awards ceremony will
coincide with the events that take place during the celebration of the
Valladolid HOUSING FAIR to be held in 2010, where representatives from
the construction sector will invited for a wider dissemination.
At this fair display panels of the finalists of the Awards with special
mention of the winners, will exhibited to be presented to all visitors
to the event
Dissemination
In order to get the awards
known a dissemination plan will be carried out:
Publication of a brochure that summarises these Terms of Reference for
the dissemination to those interested in participating in the
Sustainable Construction Awards as well as posters and other
dissemination material.
Edition of posters and displays to place in the Professional
Associations and the University Technical Schools.
Public presentation to the media during the celebration of the
Valladolid HOUSING FAIR 2010.
Publication of a catalogue with all the selected finalists, using the
supplied material, which will be disseminated to the Professional and
Business Associations.
